Beyond KSO: Designing Fit-for-Purpose Cooperation Governance for Agrinas Palma Nusantara’s State-Entrusted Oil Palm Assets

This article examines the challenges of managing oil palm plantation assets entrusted to PT Agrinas Palma Nusantara, particularly when legal status, infrastructure readiness, managerial capacity, community relations, and environmental risks still need to be normalized. Using a qualitative narrative-integrative literature review method, this study integrates the latest literature, the Agrinas 2025 Annual Report, 2026 corporate disclosures, and the June 2026 circular regarding the temporary suspension of local SPK/KSO. As a result, the article offers a Cooperation-Governance Fit and Additionality framework to assess the suitability of cooperation forms, partner integrity, risk-sharing, operational transparency, and added value. The implication is that the management of state oil palm assets should be treated as a governance portfolio, not merely a collection of KSO contracts.
